Every card by number, with Roman numerals and what each one reduces to
There are 22 Major Arcana cards, numbered 0 to 21. The Fool is 0, so The World at 21 is the twenty-second card. The full deck holds 78 cards — 22 Major Arcana plus 56 Minor Arcana.
Roman numerals run I to XXI. The three asked about most: XII is The Hanged Man, XVI is The Tower, XVIII is The Moon.
Enter any number from 0 to 21 for the Major Arcana — or up to 77 for the full 78-card deck. Roman numerals work too.
Numbers 22–77 belong to the Minor Arcana. Most decks don't print these numbers — the numbering is a convention for referring to the deck as one sequence.
Each card links to its full meaning. The reduces to column is the numerological root — cards sharing a root share an underlying theme, which is why The Moon (18 → 9) and The Hermit (9) read as two views of the same journey.

Most decks print only the Roman numeral, which is why cards get searched as "XVI tarot" or "XIV temperance". The ones that trip people up are the fourteens through nineteens, where a single character changes the card entirely:

A quick rule for reading them: X = 10, V = 5, I = 1, and characters add left to right. XVIII is 10 + 5 + 1 + 1 + 1 = 18. The only subtraction case in the Major Arcana is IX = 9 (one before ten) and IV = 4.
This is the single most common source of wrong card numbers, and it is not an error in either deck.

The Golden Dawn reordered the pair to line the Major Arcana up with the zodiac — Strength moved to VIII so it would sit with Leo, and Justice to XI for Libra. The Rider-Waite-Smith deck follows that ordering, and because it is the most widely used deck in the English-speaking world, most modern sources use its numbering. This site uses Rider-Waite-Smith throughout: Strength is VIII, Justice is XI.
Practical consequence: if a book, app or reading gives you a number that doesn't match, check which tradition it follows before assuming one of you is wrong.
The Major Arcana stops at 21. Numbers past that belong to the Minor Arcana — the 56 suit cards — when the deck is numbered as one continuous sequence of 78. Most decks don't print these numbers, but the convention is consistent:

So card 22 is the Ace of Wands, card 24 is the Three of Wands, and card 25 is the Four of Wands. Each suit runs Ace through Ten, then Page, Knight, Queen, King — fourteen cards. Use the lookup above for any number in this range.
Reduce a card's number to a single digit and you find its partner. Add the digits, repeat if needed: 18 → 1+8 = 9. 19 → 1+9 = 10 → 1+0 = 1. Cards landing on the same root describe the same principle at different stages of the deck.

Notice that The Lovers and The Devil share a root, and that in the Rider-Waite-Smith deck they use the same two figures — The Devil is The Lovers after the bond turned into a chain. That kind of pairing is the practical use of reduction: it tells you which card is the shadow of which.

Card 12 (XII) is The Hanged Man, between Justice (XI) and Death (XIII).
Card 16 (XVI) is The Tower, between The Devil (XV) and The Star (XVII).
Card 18 (XVIII) is The Moon, between The Star (XVII) and The Sun (XIX).
Not in the Major Arcana, which ends at 21. Numbering the full 78-card deck straight through, card 22 is the Ace of Wands, card 24 is the Three of Wands and card 25 is the Four of Wands.
Rider-Waite-Smith places Strength at VIII and Justice at XI, following the Golden Dawn's astrological ordering. Tarot de Marseille reverses them. Both are valid — check which deck a source uses before trusting the number.
Zero marks the point before the journey starts — potential with no form yet. Some decks leave The Fool unnumbered entirely, and a few place it at the end as 22, treating the journey as a loop rather than a line.
